CSA provided the necessary technical and management oversight to assist the Compliance Division of the Puerto Rico Aqueduct and Sewer Authority (PRASA) in its efforts to comply with the requirements of the Stage 2 Disinfectants and Disinfection Byproducts Rule (DBPR).

Stage 2 provides for increased protection against the potential risks associated with disinfection byproducts and establishes maximum contaminant levels based on a location’s running annual average for TTHM and HAAS; defines monitoring reporting and public notification requirements and establishes operational evaluation requirements based on the levels of TTHM and HAAS found during the monitoring process.

CSA services included project coordination, operational evaluations; examination of distribution operational practices; recommended steps to be considered to minimize future non-compliance issues; collected information and updated the Geographic Information System. All evaluations and studies were conducted per the approach recommended by the EPA in the Operational Evaluation Guidance Manual (OEGM) developed by the Office of Water. CSA prepared the operational evaluations for PRASA as required by the Puerto Rico Department of Health.
