The Puerto Rico Aqueduct & Sewer Authority (PRASA) has plans for an on-stream dam and reservoir in the Municipality of Juncos, Puerto Rico. The reservoir will occupy approximately 547 acres of an area known to harbor a population of the threatened Coquí Guajón. The US Fish and Wildlife Service (USFWS) designated 13.92 acres as a critical habitat for this species. The proposed damn and reservoir project will impact 7.5 acres of the federally designated habitat. The USFWS issued a Biological Opinion (BO) under Section 7 Consultation as part of the US Corp of Engineers (USACE) permitting process which includes conservation measures to avoid, minimize, and compensate for the effects of the project on the Coquí Guajón and its habitat.

CSA has worked with PRASA since the initial planning stages of the Valenciano Project. Our work has included preparation of the Environmental Impact Statement (EIS), permitting, development of mitigation plans, and coordination with local and federal agencies. CSA was retained to provide the professional services required for the development and implementation of the conservation and mitigation measures to prepare the Coquí Guajón Mitigation Plan to ensure compliance with the USACE Permit requirements and ongoing annual surveys of the Coquí Guajón population.
