The Puerto Rico Aqueduct and Sewer Authority is a public utility responsible for the production and distribution of potable water and the collection and treatment of domestic and industrial pretreated wastewaters and their disposal for the Commonwealth of Puerto Rico. The PRASA water supply system consist of 133 water treatment facilities and related distribution lines, tanks and pump stations. The wastewater system consist of 63 wastewater treatment facilities and associated trunk and lateral sewers and over 585 sewer pump stations. Both systems are highly complex and in need of upgrades, replacement, expansions or rehabilitation due to compliance issues, changes in regulatory requirements or deterioration due to age. The current situation is less than desirable with only four out of fifteen service areas with satisfactory service and a water supply deficit of approximately 82 MGD.

CSA was responsible for life-cycle of more than 100 projects. CSA established a streamline organizational structure to fulfill the Capital Improvement Program (CIP) goals to simplify the system, achieve and maintain regulatory compliance, foresee compliance requirements, prioritize and implement projects in deficient areas, identify and maximize financial sources and define vanguard execution strategies. CSA’s responsibilities in the $800 million CIP for the East Region included managing or self-performing all aspects related to Project Development, from the planning phases, design, land acquisition, bid process, to construction management, startup and extended commissioning.
