Services:

Restructuring of the EAA staff and budget

Preparing and submitting all DOE guidelines for local programs

American Recovery and Reinvestment Act (ARRA) Energy Programs

Providing technical support to EAA for:

  • Review of competitive proposals
  • Provide award recommendations
  • Monitoring work to ensure compliance with guidelines
  • Prepare reports for local and federal agencies
  • Assist the EAA in community workshops and outreach
  • Program logistics

CSA is working with the Puerto Rico Energy Affairs Administration Office to run the four ARRA Energy Programs for Puerto Rico, as identified by US Department of Energy: State Energy Program (SEP), Weatherization Assistance Program (WAP), Energy Efficiency and Conservation Block Grant Program (EECBG) and the State Energy Efficient Appliance Rebate Program (SEEARP).

Additional services include: project definition; proposal preparation / assistance; evaluation of grant proposals to qualify for funding; organization and participation in public hearings and program presentations; training of involved parties, including contractors; evaluation of proposed projects to be implemented with grant funding; equipment standards, specification and acquisition; contractor qualification and selection; award recommendations for projects and sub-grantees; contract execution and administration; program/project management support including supervision/inspection, and closeout; and preparation and issue of program reports.

The SEP Program included the modifications of State Energy Policies and Plans for energy efficiency and renewable energy measures; Code Review Program; Energy Conservation Grants in government and private buildings; Energy Revolving Loans; Solar Water Heater Rebates Program; Wind Turbine Grant Program; Solar Photovoltaic Grant Program; and Traffic Lighting Retrofit Program.

The WAP Program included the implementation of energy efficiency measures at homes for low income families The EECBG Program provided funds directly from the DOE to the energy affairs Administration and to 41 municipalities to implement energy efficiency and conservation strategies. Additionally, the EAA will provide sub-grants to Non Profit Community Base Organizations to implement energy conservation projects; and perform energy efficiency retrofit projects in several governments owned buildings.

The SEEARP Program provided funds, through rebates to residents of Puerto Rico, to replace older, inefficient appliances with Energy Star qualified appliances.
