Engineering Program Management

The New York City, Office of Management and Budget contracted Hagerty Consulting to provide Program Management consulting services for claims development and administration under Federal Disaster Programs in the aftermath of Hurricane Sandy. The scope of services includes most city agencies. CSA is a subconsultant providing Architecture and Engineering consulting for damage inspections, condition assessments, recommendations, hazard mitigation studies, and hazard mitigation proposal preparation.

Examples of the task orders CSA is working on include:

  • The Department of Environmental Protection (NYCDEP): CSA Group conducted field inspections of damages caused by Hurricane Sandy to (14) NYC DEP Wastewater Treatment Plants (WWTP) and Pump Stations. This task includes review of flood vulnerability, Adaptation Assessment Reports and cost estimates for the affected Waste Water Treatment Plants (WWTP) to define eligibility for FEMA Hazard Mitigation funding under Section 406 (Stafford Act) and providing required scope of work to FEMA. WWTP adaptation recommendations are being incorporated to the NYC Wastewater Resiliency Plan.
  • New York City Department of Parks & Recreation (NYC DPR): CSA’s scope of work included electrical engineering inspections and assessments of damaged NYC DPR sites; identification of hazard mitigation opportunities, preparation and evaluation of hazard mitigation proposals; scope verification/ identification; and preparation of scope of repair and cost estimate for repairing/rebuilding damaged infrastructure.
  • Various city agencies including Fire Department, Police Department and Department of Sanitation: CSA’s scope of work included architectural consulting for inspections and assessments of damaged buildings; identification of hazard mitigation opportunities, preparation and evaluation of hazard mitigation proposals; scope verification/ identification; and preparation of scope of repair and cost estimate for repairing/rebuilding damaged infrastructure.
