CSA assisted Wyndham Vacation Ownership in their due diligence process for the development of timeshare units in the existing Tishman Hotel Corporation’s Río Mar resort in Río Grande. The properties include 5 parcels of land totaling approximately 22 acres, for the development of approximately 750 time-share units. The acquisition of the Río Mar property from Tishman was finalized.

Revisions are being made to the existing Environmental Impact Statement (EIS) and the Puerto Rico Planning Board approved Master Plan. These two documents must be verified to validate that Wyndham’s development plans are achievable within the agency approved Río Mar project. Additional permitting services include a Federal and Commonwealth Joint Permit Application, and Pre-Construction Permits, Authorizations, and Construction Permits.

A detailed HH Study is underway to comply with a Planning Board Regulation since a portion of one of the parcels is located within the major floodway of the Mameyes River. The Hydrologic Analysis include the identification of hydrographic basin and flow patterns of the Mameyes River; identification of soil parameters and uses; identification of precipitation characteristics; and, identification of runoff generated within the 10, 50 and 100 year storm. A hydraulic modeling analysis will be performed using an authorized program by the Planning Board and FEMA; and corresponding flood levels will be identified for the 100 year storm event taking into considerations the impacts of the new development being proposed.

The following studies are carried out in support of the EIS Amendment: Archaeological Study Phase IB, Terrestrial Flora and Fauna Study, Wetland Jurisdictional Determination Study, Transit Study, Noise Level Study, and Socioeconomic and Environmental Justice Study.
