The Puerto Rico Ports Authority (PRPA) conducted a Perimeter Security Program Phase 1 Investigation and Assessment Report was prepared providing recommendations to upgrade the perimeter security of LMMIA complying with the requirements of TSA. CSA was contracted to provide engineering and permitting services based on security protective countermeasures recommended for the Air Operational Area perimeter fence to comply with regulations. The scope of work included:

  • Reduction of secure perimeter and establish a 10 foot clear zone along the secure perimeter
  • Replace existing fence and gates with new security fence and gates
  • Installation of vehicle barriers where vehicles abut AOA secure perimeter
  • Installation of vehicle barriers at Checkpoint/Guard posts Nos. 1 and 2
  • Construction of a secure canal crossing

In addition to the Assessment recommendations, CSA also revised Checkpoints Nos. 1 and No. 2 layouts, to provide a staging area for vehicles waiting to enter secure AOA area and revised interior layout of checkpoints to improve functionality. The work included an existing conditions survey and topography to determine the specific needs at each section of the fence and the design of the improvements. CSA also prepared an Operational, Safety and Security plan for the implementation of the improvements and prepared the environmental compliance application, environmental studies and construction permitting.
